Just because they work for the government doesn't mean they are treated well. It doesn't excuse their behavior; but many workers feel entitled to whatever they can get. There isn't any salary big enough to compensate for having to work in a toxic environment. Don't get me wrong, Jabber, I wasn't condoning their behavior but merely responding to the day's pay comment.

We have filters on our computers at work because of issues with people downloading programs etc that had viruses. I'm thinking that lots of companies have filters, but the higher up you are the less restrictive the filters are. And yes, lots of people take advantage of being able to use a company's resources for their own use. Again, it's that sense of entitlement and feeling that the company (government or not) won't miss a few items here or there. What's missing is people being held accountable for their actions.
