It could be that the (MADD) Mothers' Against Drunk Driving organization and more media advertising regarding stronger law enforcement crackdown on drunk drivers, have been contributing factors to fewer drunk driving accidents. Perhaps, raising the legal drinking age to 21, wasn't the main force behind those statistics Steve Chapman mentioned in his Chicago Tribune article. I know, in this area, drinking and driving has lessened considerably. People are afraid of the legal consequences; no one wants to lose what it took a lifetime to acquire.
And no one wants to be responsible for harming another person.
